This is spot annexation for the benefit of one or a few people.  It is BAD public policy.  The
city needs to make annexations that a contiguous, consistent and logical.  Annexations
need to be financially smart and primarily for the city’s benefit, NOT one or a few people. 
This annexation is a clear example of irresponsible governance.
