If you look at the the allowances (permits for a ton of pollutants that energy producers can buy or sell) in the bill, Montana stands to do really well.  These allowances are given the state to fund energy efficiency and renewable energy programs, as well as directly to energy consumers through states and local distribution companies for cost relief and energy efficiency.

In 2016, the first year the bill’s programs are in action, Montana will gain 12 million total allowances. While the value of allowances will vary, the bill sets a minimum price of $10 per ton (the EPA’s prediction is higher for 2016, around $13/ton); in other words, a minimum of $120 million will go directly to the state, and the state has leeway on how the funds are used. Federal allowances in the bill would offer funding above and beyond these millions to assist Montana’s low-income consumers, stimulate investment in renewable technology within the state, and protect wildlife and federal lands in Montana’s national parks.

Carbon caps would be a hard sell…without a reasonable, rational, reliable, and sustainable cost effective alternatives that perform in bad weather and in the black of night. Geo-thermal and nuclear are the only choices that come to mind meeting some of these criteria.

Energy from light is absorbed by proteins called photosynthetic reaction centers that contain chlorophylls. In plants, proteins are held inside organelles called chloroplasts, in bacteria they’re embedded in plasma membrane. Some of the light energy gathered by chlorophylls is stored in the form of adenosine triphosphate, while the rest of the energy is used to remove electrons from substance such as water. These electrons are then used in the reactions that turn carbon dioxide into organic compounds. In plants, algae and cyanobacteria this is done by a sequence of reactions called the Calvin cycle, but different sets of reactions are found in some bacteria, such as the reverse Krebs cycle in Chlorobium. Many photosynthetic organisms have adaptations that concentrate or store carbon dioxide. This helps reduce a wasteful process called photorespiration that can consume part of the sugar produced during photosynthesis.  In short, plants overlook all the hot “air” being spewed by jagoffs like Al Gore and irregardless of alternative motives such of greed and power, loyally reward humanity by producing OXYGEN.  Should alarm all voters that countries like China will be exempt from paying fees for CO2 emission.. thus their annoying politicians and assorted greedy types will be able to spew long winded speeches and continue to stress the environment with impunity.  Apparently, mainly the USA must be penalized for her role in the plant/animal gas exchange.  I mean come on, at least come up with something intriguing like the car mechanic that told my girlfriend she needed new muffler bearings.  Call the gas that needs to be taxed something catchy like zyclonFUKU69..not vilify good old CO2 (the gas involved in process everyone that attended seventh grade science understands is essential for life on the planet).  Business owners are getting squeezed and squeezed and SQUEEZED.  Fees, permits, tax and now cap & trade???  How much more are we going to allow the government monster to grow and steal from us?  Like I’ve said many time before..until heads start getting chopped off and displayed in public..the government monster will grow ever more massive and backed by men with guns, steal the wealth of citizens..ultimately impoverishing everyone.

The climate bill, passed in the U.S. House, along with healthcare are at the forefront of our national debate. Given the current economical and environmental situations Congress should look to build a comprehensive climate policy that will reduce green house gas emissions and at the same time, create new green jobs.

That’s why the American Chemistry Council (ACC), which represents the energy-intensive chemical industry, hopes Senators will pay close attention to the adverse impact this legislation is likely to have on our nation’s economy and jobs. If done properly, the bill should provide adequate emission allowances for businesses and responsibly facilitate energy efficiency and conservation, energy diversity (e.g. alternatives and renewable, nuclear, carbon capture and sequestration and combined-heat-and-power), and expanded domestic oil and natural gas production. ACC is willing to work with legislators to craft a bill that will limit the negative impact on Montana’s economy and bolster innovation for green solutions that work.
