The high school problem is easy to fix.  Follow the example of other countries.
Make high school admission competitive instead of “free” for everyone at taxpayer expense and
taken for granted.  It would raise our test scores vs other countries, because only our best students
would be included.
Those who don’t make the cut can go to trade school or do manual labor or be professional
athletes..
Considering the dropout rate too, this would easily eliminate the need for two high school buildings.
