A number of police departments have gone to the patrol/pursuit model, where the bulk of the police cruisers have smaller engines for patrol use, and a limited number have larger engines for use in suspect pursuit.  This model works well for fuel savings without inhibiting the ability to perform necessary duties.  As always, mileage may vary:  each department has to weigh their needs for enforcement versus saving money.
