Ancient terminology customs notwithstanding, shouldn’t the headline read “SELLING State-Owned Coal”?? OR, “Leasing State-Owned LAND for the Purpose of Coal MIning”?? 

A lease is the temproary legal posession of something.  The coal once extracted, sold and burned, is gone forever…nothing temporary about it.  So the land may be leased, but the coal is SOLD. 

Forgive my nit-pickiness this morning….
