As a parent that utilizes the kids programs, it’s really sad that those are the programs that are cut.  We pay fees to use those programs.  This last summer my kids couldn’t attend daycamp in August because it was full.  It’s not as if these programs aren’t used…and it’s not as if they’re FREE.  Cutting them also reduces fees.  Kind of like biting the hand that feeds you….
I understand the difficult position Mike was in and don’t fault his dept.  However I find the whole situation very short-sighted.  This is only a Band-Aid on the problem.  What’s going to happen next year?  What is happening NOW to try to prevent further cuts happening in a year?

What should happen, but probably won’t, is the “budget process” should be evaluated, prioritized etc.  do the absolute necessary [police, fire] as priority issues, then consider issues [water, power sewer] next, then when all the necessary is funded [without year end “fluff” spending] see what is possible to do for improvements.  It is not easy.  What usually happens is each dept. head pads the “needs” to insure his turf is covered and then some.  It is going to take a tough leader to say “no” at times, and apply discipline when due.
