I honestly don’t know.  Will it actually accomplish something, or is it just throwing money at a problem with a hope and a prayer?

Gov’t does not produce anything, including profit.  businesses produce, and hopefully make a profit.  Gov’t throwing money around without a coherent well thought out plan is simply more waste of our money.
