The planning staff have no experience writing neighborhood plans. They are a reviewing agency. Their participation should be to process all citizen-initiated efforts, not to write the plans for them. Communities or neighborhoods can and should hire professional planning consultants to assist them in their endeavors. This should be a groung-up process, not from the top down.
