I think what is most disturbing about this is that parents should be enforcing this not just the authorities. Our police force has better things to do, parents need to take action.

The more important question is; WHY did the government finance a skate park, with tax dollars, in the first place???

Better they have a place to skate than for skaters to use areas that would be a nuisance to the public. Granted, it could be viewed as a questionable use of taxpayer dollars, but I think in this case it was a wise move to give skaters and skateboarders a place to go. Helmet laws are like seatbelt laws in cars - always a contentious issue.
