Cheap consumer radios are often capable of being over ridden by nearby stations operating in the amateur radio service bands. Usually this is a garbled voice or just static. If the operator is using code, this may be heard. If this is a nuisance, look around the neighborhood for the antennas. The operator of the station is usually willing to help you reduce the interference. Remember though, that the rights of the legal amateur operation trump those of cheap chinese radios.
