Given how Schweitzer has played “footsy” with carbon capture, I just don’t see him joining this effort. See: http://www.washingtonpost.com/wp-dyn/content/article/2010/07/25/AR2010072501140.html

Tax the rich to save the poor? The rich always pass the cost on to us—just look at how Congress-critters enrich themselves and raise our taxes to cover it. Anything less would be a surprise. If the leaders of the various movements would stay home and tend a home garden, they’d EACH offset by the savings the carbon footprints of hundreds of thousands of the rest of us.

NASA’s global warming druid, James Hansen thinks cap and trade is the Temple of Doom: http://www.policyinnovations.org/ideas/innovations/data/000128
“Cap-and-trade is the Temple of Doom. It would lock in disasters for our children and grandchildren. It would do nothing to preserve a planet resembling the one that we inherited from our elders, and to allow continued existence of the remarkable species that co-habit Earth with humanity. “

A hoot indeed…
The US and Canada pioneered the approach back in the 90’s and it was pretty effective in reducing SO2 emissions.
Thanks is largely due to .... the Republicans !!
