I have a water rights question:  I have a vacation house in Southwestern Montana.  There is an
irrigation creek running through the middle of my property.  I do not have water rights to this creek. 
The neighbors are very adamant about that, however one of them, who has water rights, has a
pump on my property, and uses it to water their lawn. The irrigation creek does not run through
their property.  Do I have to allow them to have the pump on MY property?  They say I cannot use
this water to water my lawn.
